Should i get a car i really cant decide?

I am 28 years of age, i long to have a car to explore and do the things ive always loved like mountainering, and to have my own independance and help me get a job as i am unemployed. but the expensive car insurence really dampens my inthusiasim. i no longer clasified as young driver, i dont hav a driving licence, the cheapest insurence quotes for me with a full licence is in and around e1300 per year. i live in ireland. I get e9776 a year on social welfare. do you thing i shoud get a car i am really split in two minds?
