How do you install tgz files on Windows 7?

I am trying to install python and django. However they're both in tgz files at least that's what they are on their respective sites when I downloaded them. So my question is how do I install said files once I extract them with 7-zip? I have a windows 7 OS if that makes any difference. Please help me out cause I can find is how to extract the files but not run and install or use them.
