How do you mortar/render/plaster a concrete surface?

sounds like you have it figured out pretty well...the only thing i would try different is painting the bonding agent right on the wall before your first coat and then scarifying that coat and then your finish coat...you could try roughing up the concrete surface with a rubbing stone first also...in the u.s. we call it parging...
